  • Proposed New Overlay Zoning District – AC2 – B5B Architectural Control Overlay District

Through proposed Zoning Amendment Bylaws (Bylaw Nos. 9053, 9054, 9055, 9056), several properties in the Broadway Commercial Area are proposed to be rezoned from B5 – Inner City Commercial Corridor to B5B – Broadway Commercial District and have the AC2 – B5B Architectural Control Overlay District applied to them. The two reports that will be considered by City Council regarding these changes can be found in the agenda of the August 7, 2012 meeting of the Municipal Planning Commission. The first report begins on page 36, with the second report immediately following on page 80. More information on this proposal can be found throughout the contents of this website.

The proposed amendments were advertised in The StarPhoenix on Saturday, August 18, 2012. The proposed bylaws, Zoning Bylaw, and Zoning Map are available for examination in the Community Services Department, Planning and Development Branch, on the 3rd floor of City Hall. These documents may be examined by any person without payment of any fee between the hours of 8:09 a.m. and 5:00 p.m. Monday through Friday, all holidays excepted, up to and including Tuesday, September 4, 2012.

To speak to City Council about these proposed changes, you may submit a written request to the City Clerk’s Office by Tuesday, September 4, 2012 at 10:00 a.m. Submitting a request will ensure your name is placed on the speakers list for the Public Hearing. However, City Council will hear from all members of the general public that are in attendance at the hearing and wish to speak to this matter. Those not on the speakers list that wish to speak will be invited to step forward upon conclusion of the speakers list. Presentations are limited to 5 minutes per person.

If you are unable to attend City Council, you may wish to make a written submission that will be considered by City Council in their deliberations. This letter must be received by the City Clerk’s Office no later than 10:00 a.m. on Tuesday, September 4, 2012.

The Broadway 360° Development Plan was created to help guide future public and private investments and development in the Broadway area. The Broadway 360° Steering Committee is made up of a number of stakeholders including local residents, business and property owners, developers, and representatives from the Nutana Community Association, Broadway Business Improvement District, and the City of Saskatoon.

On August 7, 2012, the Municipal Planning Commission (MPC) will consider two reports related to the implementation of a new B5B Zoning District and corresponding Architectural Control District (ACD) for the Broadway Commercial Area.  The first report recommends that the Zoning Bylaw No. 8770 be amended to add the proposed B5B and ACD.  The second report recommends that the properties currently zoned B5 in the Broadway Commercial Area be rezoned to B5B, and that the ACD be applied to these properties.

Members of the public are welcome to attend MPC, which begins at 12:00 PM in Committee Room E of City Hall.  Those wishing to speak to the committee on this matter may do so by filling out a form provided by the MPC Clerk prior to the start of the meeting.  For more information, call the City Clerk’s Office at 975-3240.

Following consideration of the reports by MPC, City Council must authorize advertisement of the required public notice.  Following that, a Public Hearing at City Council will occur where the changes will be debated and those wishing to speak to Council on the matter will have the opportunity to do so.  Please check back soon for an update on the date of the Public Hearing.

Broadway 360 Implementation Plan

On April 16, 2012, City Council approved an implementation strategy for the remaining recommendations of the Broadway 360 Development Plan.  The report that outlines this strategy can be found in the City Council agenda for that meeting here (page 233-241).
